The Accessibility Reinforcement Act (BFSG), which comes into force on 28 June 2025, particularly affects companies that offer products and services online. This includes the following categories of companies:

Who is affected by barriers on the Internet?

Consideration of the WCAG guidelines
Follow the Web Content Accessibility Guidelines (WCAG) 2.1 or 2.2. These guidelines provide comprehensive instructions for designing accessible web content.
Accessibility: legal basis
On 26 October 2016, the EU Directive (EU) 2016/2102 was published, which standardises the minimum accessibility requirements for websites and mobile applications of public sector bodies across Europe.
in 2018, these requirements were specified in an EU standard based on the Web Content Accessibility Guidelines (WCAG 2.1), an international standard for accessible web content.
In Germany, the Disability Equality Act (BGG) was subsequently amended and the corresponding provisions were specified in the Barrier-free Information Technology Ordinance (BITV 2.0), which is also based on WCAG 2.1.
Following the implementation of the directives for the public sector, regulations for the private sector followed in 2019 with EU Directive (EU) 2019/882.
In Germany, the Accessibility Reinforcement Act (BFSG) was subsequently passed in 2021 and will come into force on 28 June 2025.
Companies have until this date to adapt their digital offerings before the accessibility requirements become mandatory.
